Living in Cannon Beach, Oregon: A Deep Dive

The practical side of a move to Cannon Beach — schools, healthcare, getting around, utilities, natural hazards, local rules, and the questions to ask before you buy.

Before You Choose a Street

Cannon Beach’s Areas, and What Differs Between Them

The Cannon Beach town guide covers dining, lodging, galleries and beaches. This page is for the other questions: which services you will rely on, which official tools to check, and what to ask before you make an offer. The official sources linked below are the place to confirm any detail.

Cannon Beach is a small coastal city, and the places people think of as “Cannon Beach” fall under different governments. A home inside city limits, one in Arch Cape, and one elsewhere in Clatsop County can have different water, sewer, permitting and rental rules. For the landmark that defines the town, see our Haystack Rock guide; below is what to check in each area.

  • Central Cannon Beach & the Hemlock Street area — The town’s walkable core, with the galleries and shops covered in our galleries guide. Look up the evacuation route for the exact address with the state’s Cannon Beach evacuation brochure.
  • Tolovana Park — A beach-home area covered in the town guide. Check the flood and tsunami maps for the specific lot, and ask which jurisdiction licenses it if you plan to rent it.
  • North Cannon Beach & Ecola Creek — The state’s tsunami evacuation modeling for Cannon Beach includes a scenario in which the Ecola Creek and Highway 101 bridges fail in an earthquake, which shows why access matters in this part of town (DOGAMI’s Cannon Beach page).
  • Arch Cape — An unincorporated community in Clatsop County, south of Cannon Beach. Its drinking water and wastewater come from the Arch Cape Water & Sanitary Districts, not the city, and county rules apply to it.
  • Falcon Cove — The Cannon Beach Rural Fire Protection District lists Cannon Beach, Arch Cape and Falcon Cove as its service area. Confirm the water and sewer arrangements for any property outside city limits.

Daily Life

Schools

The Seaside School District lists these schools on its website: Pacific Ridge Elementary, Seaside Middle School, Seaside High School, and a public charter school, The Cannon Beach Academy. The district’s site is where to start for registration. We do not rank or rate schools here. Which school a child attends can depend on enrollment and school choice, so confirm directly with the district before you buy.

For education beyond high school, Clatsop Community College serves the county.

Healthcare

Providence Seaside Hospital is in Seaside. Providence describes it as a 25-bed critical access hospital with emergency medicine available 24 hours a day, and its listed services include general surgery, imaging, orthopedics, and a cancer center and heart clinic. Providence also lists a Cannon Beach Clinic for primary care; confirm hours and whether it is accepting new patients.

Fire and emergency medical response for Cannon Beach, Arch Cape and Falcon Cove comes from the Cannon Beach Rural Fire Protection District. If you rely on a specialist, ask where that care is delivered, because some care may mean a trip out of town. For an emergency, call 911.

Moving Around

Getting Around

Highways. US 101 is the coast highway through Cannon Beach, and the local visitors bureau describes the drive from Portland as US 26 west and then US 101 south (see its getting here page). Check road and weather conditions before you drive, especially in winter, on Oregon’s official TripCheck.

Air. Cannon Beach is a small town without its own commercial airport. Many people use Portland International Airport and drive from there. Plan the drive in both directions, and allow extra time in winter weather.

Transit. Sunset Empire Transportation District runs Route 20 between Cannon Beach and Seaside as part of the NW Connector alliance, and the Tillamook County Transportation District lists a Tillamook–Manzanita–Cannon Beach route. Schedules change, so check the current one before you plan around it.

Climate & Seasons

Cannon Beach has a maritime coastal climate: mild temperatures through the year, a wet winter, and a drier summer. Oregon State University’s climate summary for Oregon’s coastal zone describes that pattern for the coast. Strong winds tend to arrive ahead of winter storms, and fog is part of the coastal year. Living here full time is a different experience from a summer weekend visit; our stormy-weather guide shows what that looks like on the beach. For forecasts, use the National Weather Service Portland office, which covers the northern Oregon coast.

What Connects to the House

Utilities & Internet

Utilities depend on where the property sits, so confirm each one for the exact address:

  • Water and sewer inside the city — The City of Cannon Beach operates a Public Works Department. Confirm service and billing with the city for the address you are considering.
  • Water and sewer in Arch Cape — the Arch Cape Water & Sanitary Districts, which are separate special districts (see their governance page).
  • Electricity — Pacific Power is the utility reported serving the Cannon Beach area; confirm for your address, because other utilities serve parts of Clatsop County.
  • Trash and recycling — Recology Western Oregon lists Cannon Beach among the Clatsop County communities it serves, and notes a city recycling depot for drop-off.

A home outside city limits may have a private well and a septic system rather than public water and sewer. Internet. Availability varies block by block, so we do not name providers. Look up your exact address on the FCC’s National Broadband Map, and see the state’s Oregon Broadband Office. If you work from home, check this before you write an offer.

Natural Hazards

Cannon Beach is on the Pacific coast, near the Cascadia Subduction Zone, and it was the test site for the state’s tsunami mapping. Buying here means learning the hazard maps for your specific address. These are the official tools:

  • Tsunami. The state’s Cannon Beach tsunami mapping page, the evacuation brochure, the evacuation zone map viewer, the Oregon Tsunami Clearinghouse, and Oregon Emergency Management on the Cascadia Subduction Zone. Evacuation maps carry a note that they are not for site-specific planning.
  • Flood. FEMA’s Flood Map Service Center shows flood hazard areas by address; FEMA’s flood maps overview explains how to read them. Clatsop County also publishes hazard overlays for unincorporated land.
  • Coastal erosion and landslides. DOGAMI’s HazVu statewide geohazards viewer and its Natural Hazard Risk Report for Clatsop County, which covers Cannon Beach and Arch Cape. These are regional planning tools, not a substitute for a site-specific evaluation.
  • Alerts. Sign up for county alerts through ClatsopALERTS, and see the county’s Emergency Management page. Learn the types of tsunami alerts from the National Weather Service.

Ask your insurance agent which hazards your policy does and does not cover.

Who Sets the Rules

Local Government & Rules

Which rules apply depends on whether the property is inside the City of Cannon Beach, in Arch Cape or another unincorporated area, or elsewhere in Clatsop County. We link the rules rather than summarizing them, because they are amended over time. Read the current official text.

  • City of Cannon Beach — the city’s website (planning, building, public works and the municipal code are reached from there).
  • Clatsop County — clatsopcounty.gov, including Community Development and Land Use Planning.
  • Vacation rentals in unincorporated areas — the county’s Short-Term Rental page. Inside the city, check with the city. Local news shows both the city and county have revised their vacation-rental rules more than once, so do not rely on old articles.
  • Septic — the county’s Onsite Septic Systems page.

Rental income is never guaranteed. If rental income is part of your plan, confirm the property’s status with the right jurisdiction before you rely on it. See our coastal buyer’s guide for more on the vacation rental market.

Before You Write an Offer

Buying Here: What to Ask

A short checklist of questions that matter on the coast. Your real estate agent, inspector and insurance agent can help with each one.

Sewer or Septic?

Is the home on city or district sewer, or on a septic system? For septic, see the county’s Onsite Septic Systems page and the state’s DEQ residential septic page.

City Water, District Water or a Well?

Ask which provider serves the address (the city, the Arch Cape district, or a private well). For a well, ask for the well log and test results; the Oregon Water Resources Department’s water rights FAQs are a starting point.

Flood or Tsunami Zone?

Look up the address in the FEMA Flood Map Service Center and the tsunami evacuation viewer. Ask where the evacuation route goes from the front door.

Vacation Rental Status

If the seller advertises rental income, ask whether the property is currently permitted and which jurisdiction permits it. For unincorporated areas, start with the county’s page; inside the city, ask the city.

Insurance

Ask an insurance agent early what a specific address would require and what the policy would and would not cover, including flood and earthquake. Coverage choices change the cost of owning the home.

Erosion & Bluff Exposure

For beachfront or bluff-side homes, review DOGAMI’s HazVu and ask about past repairs, drainage and setback from the edge.

Quick Answers

Cannon Beach Questions, Answered

Is Cannon Beach in a tsunami zone?

Parts of Cannon Beach are in mapped tsunami zones and parts are on higher ground, so it depends on the address. The state’s Oregon Tsunami Clearinghouse publishes a Cannon Beach evacuation brochure and an evacuation zone viewer. Those maps are not for site-specific planning, so check the specific property.

Who provides water, power and trash service in Cannon Beach?

Inside the city, the City of Cannon Beach runs water and sewer; confirm with the city. Pacific Power is the utility reported serving the area, and Recology Western Oregon serves Cannon Beach for trash and recycling. Arch Cape has its own water and sanitary districts. Confirm each for the exact address.

Where is the hospital near Cannon Beach?

Providence Seaside Hospital, in Seaside, is a 25-bed critical access hospital with emergency medicine available around the clock, according to Providence. Providence also lists a clinic in Cannon Beach. Some specialty care may mean travel.

Can I use a Cannon Beach home as a vacation rental?

It depends on the property and its jurisdiction. The City of Cannon Beach regulates vacation rentals inside the city, and Clatsop County has its own rules for unincorporated areas such as Arch Cape. Both have changed over time, so read the current official rules and confirm the property’s status before you count on rental income.

Is there bus service to Cannon Beach?

Yes, but it is limited. The Sunset Empire Transportation District lists a Route 20 between Cannon Beach and Seaside, and the Tillamook County Transportation District lists a Tillamook–Manzanita–Cannon Beach route. Check the current schedules before you plan a trip.

Is Arch Cape part of Cannon Beach?

No. Arch Cape is an unincorporated community in Clatsop County with its own water and sanitary districts, so its services and rules can differ from those inside the City of Cannon Beach.

Is there bus service from Newport to Corvallis?

Yes. The Coast to Valley Express, operated by Lincoln County Transit with Benton Area Transit, lists stops in Newport, Toledo, Corvallis and Albany. Check the current schedule before you plan a trip.

Does Newport have an airport?
